Biju Swasthya Kalyan Yojana(BSKY)

The Biju Health Card is a healthcare program launched by the Odisha government to ensure that all residents of the state are provided Universal Health coverage. The scheme came into being on August 15, 2018. Under this scheme the government will give health protection to economically backward, vulnerable families.

Biju Swasthya Kalyan Yojana is the vision of Chief Minister, Naveen Patnaik. With this health card one can avail of free health services in all State Government health care facilities. All treatment is cashless, and no document is required to be produced. An annual health coverage of Rs. 5 lakh and additional Rs. 5 lakhs for women members per family is given for treatment in private hospitals within and outside the State & all Government Hospitals and premier health institutes outside the State.

What is the Biju Swasthya Kalyan Yojana Health Card?
Many people in our country often don’t get the medical treatment they deserve. Therefore, the Odisha government launched the Biju Swasthya Kalyan Yojana Scheme to help citizens get the best possible treatment. The Biju Swasthya Kalyan Yojana Health card is an extension of this scheme. This means all those who have registered for this scheme will receive this health card. So, when they need to avail cashless treatment, they can just show this card at the government hospitals in the state or the 208 network hospitals under this scheme.

Eligibility Criteria of the Biju Swasthya Kalyan Yojana

The applicant should be a resident of the State of Odisha. He or she is also eligible for the card if a legal citizen of Odisha but located outside the state.

Applicants must show valid and accurate details at the time of application and when making an insurance claim.

Residents of Odisha enrolled under BSKY and earning an annual income below Rs. 50,000 in rural areas and below Rs. 60,000 in urban areas are eligible.

Aadhar Card is a compulsory ID document, but the Odisha government has announced that people can apply for a Biju health card without Aadhar Card but must get it before the completion of one year of this project.

Biju Swasthya Kalyan Yojana Claim Process

The claim settlement procedure against Biju Swasthya Kalyan Yojana is undertaken by insurance companies. This ensures that it is hassle-free and transparent. It is currently processed manually, however, the Government of Odisha soon plans to digitalize the mode of payments in the near future. After the completion of treatment, the hospital will notify the relevant insurance company or Third-Party Administrator (TPA) through an electronic report. Once check and approved, the amount is payed to the hospital within a given time period, as mutually agreed upon by both the parties.

Applicants of the Biju Swasthya Kalyan Yojana Smart Card will get a card that contains the details of the applicant, photograph and this will help them to receive cashless health care facilities from empaneled hospitals.

The scheme has a few exclusions including, treatments, daycare procedures, diagnosis and other conditions that do not require hospitalization, corrective and cosmetic procedures, dental treatments, diseases and medical conditions that are caused due to the abuse of alcohol and illegal drugs, fertility treatments, hormone replacement therapy and sex change procedures are also not covered under this scheme. Other exclusions include vaccinations, injuries related to war, invasion, nuclear acts or weapons, injuries arising from self-harm, suicide, as well as non-scientific treatment is excluded, such as homeopathy, naturopathy, or alternative medicine treatments like acupuncture or acupressure etc.

The hospital will provide medicines and other assistance which are needed for patients after discharge from the hospital. For a critical care patient, medicines will be provided till 60 days from the discharge from the hospital.
